There was a lot of time in between these two peace conferences. A court that worked for world peace deserved a home of some stature and awe. The foundation stone of the Peace Palace was laid during the Second Peace Conference. Not only did the building serve as the home of a legal institution, the palace also embodied the dream of world peace that has been cherished for decades.
